I don't think they're testing the motorcycle. I think they're testing how the side of the car handles the impact. Motorcycle's are much lighter than cars, but they tend to focus all their energy into a small area in a straight-on colision. I've seen many crash photos where the bike ends up INSIDE the car.

Lamron probably has it right. The National Highway Transportation Safety Administration is focused on rider education, public awareness of riders, and helmets, more than deformability of motorcycle fenders, etc. See, for example: www.nhtsa.gov/motorcycles/pdf/HS810855.htm
