Getting caught just BUYING a lottery ticket should have immediately stopped all public assistance, since she obviously has more money than she needs.
There have been several lottery related court cases that have ruled that the person who actually paid for the ticket is the winner, even if other people were involved. Based on that, the local food stamp administration should be able to seize all of the winnings because they paid for her ticket.
