At first I saw only clockwise. I was distracted by the cell ringing and when I looked back I could only see counter closkwise. I assumed there was a point in the animation that it reverses direction, but the article says otherwise. So I do not know for certain what is taking place.

The animation never changes. Since it is an all black shape our brain has to guess if we are looking at the front or the back of the silhouette. Even stationary you get the same effect. Is she facing towards us or away? It depends on whether you think she's standing on her right foot or left.

Away.
Look at the faint white line on the top of the thigh right above the knee. It crosses the other leg.
If it were to be facing us, the right knee would appear to have a crack through it.
.....or is that simply a random flaw in the picture?

Just a random flaw that happened when I screenshotted a moving image and then cropped it. It doesn't appear in the original animation.

she's facing away look at the feet and her waist would not be able to twist that far to face us. and i also saw both directions.

Daffy, she's facing away only if you assume her right leg is down. Try to picture her left leg is down and her toes are pointing toward you. Now her right leg is up and pointing our way! It is a one-dimensional image, even when moving. It can be perceived as either toward or away, you just have to re-orient your brain to see it both ways.

No assumptions needed. As the spinning occurs, notice the location of the direction the buttocks and breasts face, likewise for the inward (forward) curve of the lower back and the slightly forward pooch of the abdomen, all in relation to which leg is up in he air, and the inescapable logical conclusion is that it is the left foot which is down.
