It's been a while since I've watched the Hugh-Lore-Data episodes, but I thought they had conceived using Hugh to infect the rest of the Borg with a computer virus, but instead opted for humanity's sake not to do that. Instead, it all turned out rather nicely, I suppose they wanted us to believe, in that Hugh took his individuality to the Borg Collective and caused them some problems that way. BattleStar Galactiga (the new one) had a similar situation, with the powers to be actually deciding to implement such a plan to use infected cylon skin-jobs to infect and destroy the rest of the cylons, but the plan was thwarted by a human who saw it as murder/genocide. they did but the individuality took the place of the virus and sent HUGH's collective into kaos which lor seized the opportunity to use the borg to experiment on them and then sent cronos to find his brother.. its been a while since i have seen any of the episodes
