Neither GameSpy or AllSeeingEye will host your server. They are just a list of all the servers that are out there. I don't know why anyone uses them, the in-game browser does the same thing, only faster.
You have to host the game on your computer. You can start a dedicated or non-dedicated server, then, after a while, the server browsers notice its existance and add you to the lists for everyone to see.

Hypothetically, speaking, Lamron, if a person set up, say, a spare laptop as a server, and hooked it into his home cable internet provider, would the cable company notice and stop it or charge more? It seems that when I got my home cable service, I had to sign some agreement saying I would not use my home service to run a server, but for that I'd need to get a more pricey business connection. I have been wondering about that for some time now, as I think it might be cool occasionally just to run a little private server for 3 or 4 people on a stock BT map not usually played out there in server land. And as a corollary, if a person wanted to run a server and play on the same pc at the same time (play on his own server games), how much computing power is needed, and would the person be able to enjoy the experience, or is a second pc connected to the person's server required? Just wondering.

Individual service contracts will vary, but most of them provide unlimited service for whatever purpose. If they noticed you for "excessive use" I think the deciding factor would be whether or not it was an actual business that was making money off the bandwidth usage. Then they may want you to upgrade to some "premium" service level.
I've talked to my internet provider about upgrading my speed. Basically, they don't care how much bandwidth I use since its limited by the connection speed to a level that doesn't stress the system. Running a business connection into a residential area is possible, but prohibitively expensive. My down speed is pretty good, the limiting factor is my up speed, which is much less. Residential users are assumed to be downloading and surfing MUCH more than uploading to the internet, so the equipment and system prioritize download speeds.
If you want to host and play on the same computer, by far the best way to do it is to start a non-dedicated server. This makes you client 0 and allows others to connect to you, so your computer is only running one instance of the game engine. Of course, you can't "leave" a non-dedicated server without shutting it down.

Game Spy. I don't know why anyone uses them, the in-game browser does the same thing, only faster. I have game spy on my computer. Are you saying it does nothing for the game (MOH) ?? And if not why do I have it?? LOL Well?? I just want to know because MOH is the reason I put game spy on my computer. Don't remember exactly why but I know it was for the game. Does this sound dumb to anyone else or just me LOL

You can uninstall it. The only thing it does for you is let you see server lists for lots of different games before deciding what game you want to play. If you've already decided which game you want to play, load it up and use the in-game browser.
I think that some of those programs also let you search by player name. So if you want to play with your friends but don't which server they're on, you can find them first then join them.
